Housing association Thirteen has appointed Esh Construction to a £3.3m programme replacing windows and external doors on 463 homes across the Saltersgill estate in Middlesbrough, with completion due by March 2027.

Thirteen said the work was awarded through the Capital Delivery Framework and is being delivered in phases. Phase two is now complete, with new windows fitted to 164 properties, and phase three has recently started on site and covers 442 properties.

The announcement does not describe phase one, and the phase figures it gives exceed the 463-home total; the figures here are as Thirteen published them.

Rubie Dixon-Lee, Thirteen's investment area manager, said: "The new windows and doors will make a real difference for hundreds of households in Saltersgill, helping to keep homes warmer, more secure and more energy efficient."

The framework

Esh Construction announced in April 2023 that it had secured a place on Thirteen's Capital Delivery Framework. At the time Esh said the place would see £50m of home improvements delivered over the following five years, and that the framework formed part of a £150m Thirteen home investment programme.

The first project to start under the framework was the £5.9m Holmes V scheme in Thornaby, covering more than 400 homes, according to Esh.

In November 2025 Thirteen said it had appointed Esh through its capital framework to improve 297 homes at Throston Grange in Hartlepool. Esh said that scheme included kitchen replacements and partial electrical upgrades.

Andrew Harrow, operations director at Esh Construction, said: "The completion of phase two marks another important milestone in helping to improve existing homes and support Thirteen's commitment to providing safe, comfortable and sustainable places to live."

Thirteen's wider spend

Thirteen said the Saltersgill scheme forms part of a wider £63m investment programme improving thousands of homes across the North East and Yorkshire this year. When it announced the Throston Grange job in November 2025, the association put its wider investment plans for that year at £58m.

Thirteen's investor relations page gives separate figures for its major investment works programme on existing homes. It said it invested £67.2m in 2026 and expects to invest £74.3m in 2026/27, an increase of £7.1m.

2026/27 (planned) 74.3

The same page reported turnover of £234.8m for 2026 and a forecast of £240m for the current year, and said Thirteen delivered 668 new homes in 2026.

Thirteen describes itself as a housing association supporting around 100,000 people across the North East, Yorkshire and Humber.

Phase three of the Saltersgill works is now on site, with the whole project due to complete by March 2027.
